BillMate turns your measurements into a professional Bill of Quantities. It runs on Windows, macOS and Linux, or straight from the browser on a phone or tablet — and everything except the AI assistant works with no internet connection at all.

WHAT IS FREE, AND STAYS FREE

Two active projects, with taking-off and dimension sheets, timesing and deductions, rate build-ups, provisional and prime cost sums, and the complete rate library — import, apply, capture, uplift and export. No account, no card, no sign-up. What the licence buys is the finished document, not the tools that make it.

MEASUREMENT STANDARDS

Seven section templates ship with the application, and the one you select also instructs the AI in that standard's conventions:

• NIQS BESMM4(R) — Nigeria, 18 work sections, building and civil engineering works

• RICS POMI — international and the Gulf, 15 work sections

• RICS NRM1 — UK elemental cost planning

• RICS NRM2 — UK detailed measurement

• ASAQS SMM — South Africa

• CPWD / DSR — India

• CSI MasterFormat — US and Canada

Plus general elemental and trade breakdowns. A template structures a bill for a standard. It does not audit your measurement, and no software can — that responsibility stays with the surveyor.

YOUR RATES, YOUR DEVICE

BillMate ships with no rate data. Import the schedule you already keep in a spreadsheet, capture rates back from every job you price, or build them up from materials, labour, plant, overheads and profit. Every rate carries the city it was priced in, the month, and where it came from. Anything older than 12 months is flagged stale rather than quietly reused.

Projects, rates and backups live on your device. We run no server for your projects and hold no account for you.

AI ASSISTANCE

The AI features need a Groq API key that you create and hold yourself. We do not resell tokens and we do not mark them up; Groq sets its own pricing and account terms, so check them directly.

When you use AI assistance, BillMate sends the relevant project context, selected market, currency, measurement standard, and available rate-library information directly to Groq for processing. AI requires an internet connection. Generated descriptions, quantities, build-ups and rates must be reviewed by a qualified professional. Every AI-produced rate is marked unverified on screen and counted on the exported document.

WHAT IT DOES NOT DO

• It does not read PDF or CAD files directly — export the drawing page as an image first

• There is no BIM or IFC model take-off

• It is not an enterprise system: no multi-user editing, no valuations module, no ERP integration

• Devices on one licence do not sync automatically; you move work with a backup file

LICENCE AND ACTIVATION

One key, 3 devices. Activation needs an internet connection the first time on each device. After that BillMate keeps working for up to 30 days with no connection at all, and re-checks quietly every few days whenever it does have one.

Save a recovery file from the app once you have activated (⋮ → Unlock Pro → Save recovery file). If a browser ever clears its stored data, restoring that file brings the licence back without spending one of your 3 devices.

A device that has not been seen for 60 days gives its place back on its own, so a replaced laptop clears itself.
