The rot in the police force is second to none,
and it is so deep that a new entrant in the
force would see it as a normal phenomenon.

outcome of anyone who tries to play a hero
is death made to look like an accident.
Frank Nebo, a good officer, was
uncomfortable with the system, and his resolve not to be part of the nefarious activities of his team got him into trouble.
